Stage 1: E-Invoicing Registration is Mandatory for All Businesses
Jordan is advancing its digital transformation, and as of now, all businesses, including small enterprises and freelancers, must register for the e-invoicing system.
Who is Required to Register?
✔️ All resident businesses, regardless of size
✔️ Freelancers and independent professionals
✔️ Non-resident businesses conducting operations in Jordan
Are There Exemptions?
Non-resident businesses must still register, but they may request an exemption only if they do not engage in any business activities such as:
- Buying or selling within Jordan
- Filing taxes in Jordan
Authorities will assess each exemption request individually, based on strict criteria. A final decision will be communicated after a thorough review.
Non-Compliance: Financial Penalties & Business Pressure
Failure to comply with Jordan’s e-invoicing requirements will result in strict penalties and operational challenges:
💰 Penalty: Fines of approximately 500 JD for non-compliance
🤝 Business Pressure: Transactions require both buyer and seller to be on the e-invoicing system. Businesses that fail to comply risk being excluded from transactions with their partners, customers, and suppliers.
Stage 2: Full E-Invoicing Compliance Required by April 1, 2025
🔹 Starting April 1, 2025, e-invoicing will become mandatory for all businesses, except those with formally approved exemptions.
🔹 Penalties and restrictions from Stage 1 remain in effect for those who do not comply.
